SLF (Certificate of Occupancy)

A Certificate of Occupancy (SLF) is an official document issued by the government declaring that a building has met all technical standards and is suitable for use according to its designated function. The SLF is a critical requirement in the building permitting process, aimed at ensuring the safety, health, and comfort of the building’s occupants.


Why Is the SLF Important?

Having an SLF is essential for several reasons:

Requirements for Obtaining an SLF

To obtain a Certificate of Occupancy, building owners must fulfill several requirements, including:

  • Permit Documents:

    • Copy of the Building Permit (IMB) or Building Approval (PBG)

    • Other related permits depending on the building type

  • Technical Documents:

    • Building layout drawings (site plan, floor plan, elevations)

    • As-Built Drawings showing the final condition of the completed structure

  • Owner’s Declaration Letter:
    A signed statement from the building owner confirming that the construction has been carried out according to the approved plans and meets all technical requirements.

  • Proof of Administrative Fees:
    Receipt of retribution or administrative payment as required by the local government.


Aspects Reviewed During the SLF Evaluation Process

The inspection team from the relevant authority will assess the following:

  • Compliance with Approved Plans:
    Ensures the building matches the approved layout in the IMB or PBG.

  • Structural Safety:
    Evaluates the building’s structural integrity and stability to ensure it's safe for use.

  • Health and Safety Standards:
    Confirms compliance with health standards, including ventilation, lighting, and accessibility.

  • Utility Systems:
    Inspects systems like electricity, water, and sanitation to ensure they are functional and safe.

  • Environmental Compliance:
    Ensures that the building does not violate environmental regulations or negatively impact the surrounding area.
